Searching information on drug research projects

This database contains information gathered in the course of the ERANID project during 2013 and 2014. Principally, it contains details of research projects on illicit drugs carried out since 2010 within the six ERANID countries and funded by the European Committee: Belgium; France; Italy; Portugal; The Netherlands; and the United Kingdom. However, this database will not capture all illicit drugs research carried out within a country.

Initial identified needs
Compared with other European countries, France's low number of drug use-related deaths may appear enviable. Previous studies have suggested significant underreporting. The OFDT has initiated capture-recapture study aimed at verifying the misestimate of reported drug related deaths. This study has been based on the three national sources on drug related death and carried out in collaboration with the three agencies that foster them: the French agency for the safety of health products (AFSSAPS) managing the DRAMES database, the Central office for the repression of drug-related offences (OCRTIS) and the Centre for epidemiology of the medical causes of death (CepiDC) attached to the National institute for health and medical research (INSERM).

Objectives
The objective of this study is to achieve not only a departmental diagnosis of addictive behaviours involving a substance (alcohol, tobacco, drugs) but also addictive behaviour without substance (video games, internet, television) among youth aged 11 to 25 years from Haute-Loire, a French department. The results of this investigation will therefore help to target behaviours to better guide prevention according to the concerned public or substance.

L’objectif de cette étude est de réaliser non seulement un état des lieux départemental des conduites addictives avec produits (alcool, tabac, drogues) mais aussi des conduites addictives sans produit (jeux-vidéo, internet, télévision) des jeunes altiligériens âgés de 11 à 25 ans. Les résultats de cette enquête permettront ainsi de cibler les comportements afin de mieux orienter la prévention selon le public et le produit concerné.

The 2009-2011 departmental plan for the prevention of delinquency was adopted on June 17, 2009, by the Prefecture of Haute-Loire. While elaborated, the "alarming situation" with regards to alcohol and drugs uses in Haute-Loire has been stressed out, particularly in relation to young people. The Prefecture as well as the inter-communal/local councils on security and delinquency prevention (CISPD or CLSPD) have therefore agreed to set as a prioriy the fight against the use of psychoactive substances, for the next years. All partners have thus promoted the prevention of addictive behaviors among youth as the first goal at the county level. In this context, in partnership with the Education Authority, the Regional Directorate for Agriculture and Forestry, the University of Auvergne, the local missions (for the Youth' social and vocational integration) and the training center for apprentices, the Prefecture of the Haute-Loire asked the Auvergne ORS (Regional Health Monitoring Centre) to implement a survey among the county youth to describe their consumption habits and then recommend the preventive measures to be developed.

Le schéma départemental de prévention de la délinquance 2009-2011 a été signé le 17 juin 2009 en Préfecture de Haute-Loire. Lors de son élaboration, il a été question du « bilan alarmant » de la consommation d’alcool et de drogues en Haute-Loire, notamment chez les jeunes. La préfecture de la Haute-Loire, les Conseils intercommunaux de sécurité et de prévention de la délinquance (CISPD) et les Conseils locaux de sécurité et de prévention de la délinquance (CLSPD) se sont, de ce fait, accordés pour que la lutte contre la consommation de produits psychoactifs soit une priorité pour les années à venir. L’ensemble des acteurs ont donc été amenés à mettre en avant la prévention des conduites addictives des jeunes comme premier objectif départemental. Dans ce cadre et en partenariat avec les services du Rectorat, la Direction régionale de l’agriculture et de la forêt, l’université d’Auvergne, les missions locales et le centre de formation des apprentis, la Préfecture de la Haute-Loire a sollicité l’Observatoire régional de la santé d’Auvergne afin de mettre en place une enquête auprès des jeunes du département dans le but de décrire leurs habitudes de consommation et d’orienter ainsi les actions de prévention à mettre en œuvre.

Ce projet européen comporte plusieurs volets, dont un épidémiologique (WP2). L'Ifsttar s'est impliqué dans deux tâches. A partir des données recueillies dans le cadre de l'étude nationale françaises Stupéfiants et accidents mortels (SAM), ce projet a consisté à fournir les prévalences des principales substances illicites détectées chez les conducteurs impliqués dans un accident mortel en France (1ère tâche). Ensuite, une analyse restreinte aux conducteurs de voiture a été menée afin de déterminer le sur-risque d'être responsable d'un accident associé à une conduite sous l'influence de stupéfiants (2nde tâche).

L'étude épidémiologique SAM a pour objectif de déterminer la part des accidents de la route mortels attribuables à une conduite sous stupéfiants. Deux autres volets complètent cette analyse épidémiologique : un bilan de la mise en œuvre du dispositif légal de recueil des données et une analyse accidentologique décrivant les caractéristiques des accidents mortels impliquant des conducteurs sous influence.

In 1999, before considering a change in the law on driving under the influence of drugs, the French government wished to have reliable epidemiological data, in particular on the role of cannabis in the occurrence of road accidents. The principle of a national study on the subject had been introduced by the "Gaissot" law (Decree No. 2001-751 of 27 August 2001) establishing the compulsory narcotic screening on the drivers involved in fatal road traffic accidents.

En 1999, avant d'envisager une modification de la législation sur la conduite sous l'emprise de stupéfiants, le gouvernement français avait souhaité pouvoir disposer de données épidémiologiques fiables, en particuliers sur le rôle du cannabis dans la survenue des accidents. Le principe de la mise en place d'une étude nationale sur le sujet avait été inscrit dans le cadre de la loi (loi "Gaissot", décret n° 2001-751 du 27 août 2001).
